Job Description

The Facilities General Manager is responsible for the effective management, co-ordination, and financial control and performance of an operational Integrated Facilities Management service contract in Yellowknife (Northwest Territories). The incumbent will manage a complex commercial contract, to deliver the Services to Clients we work for and the customers we serve.

General Accountabilities

  • Comprehensively responsible for the scope of support services as contracted, the applicable financial and service performance metrics.
  • Fosters and maintains an effective working relationship with the respective client, customers, suppliers, and partners.
  • Upholds, safeguards and promotes the Dexterra’s values, mission and vision while relating particularly to ethics, integrity, corporate and social responsibility.
  • Ensures Services achieves the output specifications of the Project Agreement (PA) including preparation and implementation of operational reports, plans and policy development.
  • Demonstrates an advanced customer service culture throughout all services being delivered.
  • Demonstrates a visible presence within the operations they oversee while providing the operational management team with support in improving business efficiency, achieving budgetary compliance.
  • Deals with issues on a daily basis to ensure highly effective teamwork and workplace morale.
  • Deploys and monitors all applicable Dexterra policies, procedures including those of the client environment where required.

  • Lead the site/facility management team in the consistent delivery of operational contract and service level requirements.
  • Develop, implement and execute overall contract management strategy and action plans.
  • Ensure that the facility is in compliance with all legislative, regulatory and code requirements.
  • Comply with Dexterra and client governance, endorsing the Dexterra IMS and associated policies, regulations and processes.
  • Assume leadership responsibility for the safe and efficient operation of the facility
  • Ensure that the performance Quality and Services standards meet the Key Performance Indicators (KPI) articulated in the service contract.
  • Participate as an active member of client and customer committees/activities as required.
  • Develop detailed service quality specifications for the unit.
  • Drive organizational change to enhance service delivery, productivity, and job satisfaction.
  • Direct day to day operations of a commercial facility and its real estate.
  • Deliver operational excellence, through an in-depth understanding of the complexities of the public Private partnership (PPP) procurement model.
  • Follow commercial, legal, and financial strategies to meet the requirements of the project Agreement (PA) and facilities Management output Specification (FMOS).
  • Manage and control lifecycle strategies and capital programs to renew/replace infrastructure and assets within the facility.
  • Prepare or oversee the preparation of all contract performance reports (Performance Monitoring Report).
  • Analyze Project Agreement and Contract Schedules to develop commercial and financial risk strategies.
  • Support wider business functions by developing business strategies, business cases, and by supporting work winning pursuits.
  • Foster strong working relations with all departments through the principles of accountability, clear lines of communication, and trust.

Financial Accountabilities

  • Establish and manage approved annual budgets, reports for preparation of monthly P&L statements to meet account and divisional goals/objectives.
  • Monitor daily and weekly variance analysis contracting actual performance against budget, realigning and developing action plans as necessary ensuring targets are achieved.
  • Timely presentation of client and customer invoicing.
  • Responsible for the procurement strategy delivery and ensures outputs are embedded at the contract level.

People Accountabilities

  • Overall direct line responsibility for site/facility management team members and front line operational staff (union and non-union).
  • Provide clear compelling sense of direction, mentoring and coaching as required
  • As required by the Performance Develop Review Cycle, conduct timely performance development reviews for direct reports, establish annual performance objectives and provides quarterly feedback/direction regarding performance
  • Develop performance management processes to ensure the consistent assessment of individual performance against objectives.
  • Identify leadership talent within the front line and management team, working with functional support service Directors to develop professional development and succession plans
  • Responsible to coordinate and chair monthly labour-management meetings
  • Responsible for timely and strategic employee grievance and/or complaint resolution
  • Compliance to all Occupational Health & Safety standards, policies and procedures
  • Manage and supervise staff in day-to-day operations and ensure proper coverage of personnel at all times.
  • Oversee recruitment and training of staff.


  • A minimum of 10 years of related work experience as a Contract/Facility General Manager
  • Operational experience in a Healthcare Facility
  • Bachelor’s Degree/College Diploma/ P.Eng or equivalent experience and education, Engineering degree is an asset
  • Previous experience as operational team lead working in a large multi-disciplinary environment.
  • Previous experience in leadership role in a multi-function business contract.
  • P3 experience is an asset
